Roshal met with the medical communities of Omsk and Novosibirsk

Novosibirsk and Omsk welcome Leonid Roshal, Executive Staff Member of the All-Russia People s Front (ARPF), Director of the Institute of Emergency Children's Surgery and Traumatology, President of the Non-Commercial Partnership NMC. The renowned children's surgeon discussed most pressing challenges of the Russian healthcare industry with the medical community, talked to patients about difficulties with obtaining high quality medical aid and conducted a Q&A session.

Leonid Roshal meets patients at the Omsk Children's Clinical Hospital

Dr Leonid Roshal visited children's and adult polyclinics, regarding which complaints had been obtained from citizens following the public monitoring program of the ARPF regional offices in Omsk and Novosibirsk. While interacting with patients and HCPs in the traumatology department of Omsk children's clinical hospital No3, Dr.Roshal pointed out to the need to set up a second reception for patients, which would eliminate the queue and reduce the workload of HCPs. Moreover, Dr. Roshal tested the call-center, which had been set up to deliver phone consultations to patients.

During his visit to Novosibirsk Children's Clinical Hospital (CCH) No3, Leonid Roshal talked to HCPs. The Director of the Research Institute of Emergency Children's Surgery and Traumatology visited the wards, examined the hospital s equipment, and highly praised the CHH s capabilities to deliver medical aid to pediatric patients. "There used to be just one artificial respirating unit here while today we have 24. The hospital is now capable of performing almost any kind of surgery in children,"—said Leonid Roshal.

Dr.Roshal stated that the healthcare system desperately needs a legislative framework o regulate and support the healthcare system. For this, we need to engage HCPs at all levels of legislative powers. Professionals know best what the healthcare industry needs most. Having them on board, we will make sure that no incomplete laws are ever issued, Dr. Roshal said. He noted that the party United Russia is most active of all to nominate representatives of the medical professional community: no other political organization nominate as many HCPs and teachers to the positions of deputies.

"Social processes are controlled by the country's leadership. Special attention comes from the party United Russia and the public represented by the ARPF. We need to get more ofHCPs in the State Duma. Today, the Healthcare Committee only has four deputies who are medical professionals. We need a strong group of professionals to be involved in lawmaking and defend interests of the professional medical community. I would like to name Dr. Sergey Dorofeev as one of such top professionals. He has already proven his worth. He already defends the matters we are discussing today, said Leonid Roshal.

The meeting of Dr. Roshal with the public was also attended by Irina Manuylova, State Duma deputy in the Novosibirsk region. Her aspiration to represent Novosibirsk residents in the highest legislative body confirmed the importance of the attention coming from Untied Russia to the composition of the deputy corps. I believe the legislative body should have more of top professionals, such us Ms. Manulova, —commented Dr. Roshal.

At his meetings with the medical community, Leonid Roshal talked about the necessity to provide all hypertension patients with free medications, to set up a new project Zemsky Feldsher by the party United Russia similar to Zemsky Doctor. According to him, the new program should cover the construction of new medical-and-obstetric centers and housing for feldshers in remote areas as well as the development and implementation of a law to compensate the costs of citizens entitled to free medicines.

Dr. Roshal named several pressing problems around the Russian healthcare industry. "Russia needs the global practice to be replicated of establishing professional organizations responsible for training professionals, for the quality of their knowledge and skills. Not the Ministry of Health should be responsible for such issues, not officials, but HCPs themselves through their professional self-regulatory organization. We have only embarked on this way, stated Leonid Roshal.

Underfunding is the major problem. I feel like the financial lobbying is against the healthcare. Healthcare is not amongst the state s main priorities, and the state keeps on cutting the funding. We had the meager 3.7% of GDP, which is now 3.4%. Moreover, our citizens tend to ignore their health. Today we face the lack of people s responsibility for their own health, which results in huge financial losses for both these people and the state. We do treat an alcoholic, who has broken his head, don t we? Why don t we them call them to responsibility?

The Winner Congress

The city of Smolensk hosted the 5thCongress of the National Medical Chamber. The Congress was prepared by the Medical Chamber of the Smolensk region under the auspices regional governor of Alexei Ostrovsky. The Congress discussed the results of the NMC s activities, and set out new tasks to be tackled by the NMC in the near future.

Today, the NMC is the most powerful association of healthcare professionals in Russia. And I would refer to this Congress as the Congress of Winners. HCPs from 80 Russian territorial entities and from 73 medical establishments all over the country voted for joining the NMC. It took us over 5 years to achieve this goal. Our path was not paved with rose petals; there were opposers to this powerful medical association. Tamed" associations were set up to destroy us,but they all failed. We won because we are not engaging in cheap politics; our party only comprises HCPs and patients. We do real things, and vigorously move towards uniting the entire medical community. They ve tried to instigate the All-Russia People s Front against us, which was clearly seen at the last forum, but they failed—almost three-quarters of the Russian President's instructions were based on our proposals, — said Dr. Roshal. 

National Medical Chamber is ready to take on the implementation of certain functions in the field of public health
